Microsoft has just updated their Where’s my phone update? page to show that the Mango Windows Phone 7.7 update is delivering to users.
There is one caveat for AT&T subscribers listed on the page and this has been previously reported:
Delivery has begun for the HTC Surround, LG Quantum, and Samsung Focus v. 1.3. The HTC HD7S is currently Scheduling, while the Samsung Focus v. 1.4 is Testing and the Dell Venue Pro is in Planning.

Stage 3: Delivering update
Microsoft has started to send out the update. Important: To help ensure quality, software updates are typically sent out gradually and/or in batches, so it might take several weeks before you receive notice that an update is available for your phone.
The international page has also updated to show the update is being delivered to the majority of carriers.
