According to Knowledge Base Article 290301 Microsoft has decided to remove the Windows Installer Cleanup Utility from service:
While the Windows Installer Cleanup utility resolved some installation problems, it sometimes damaged other components installed on the computer. Because of this, the tool has been removed from the Microsoft Download Center.
This small paragraph is part of a KB article on how to fully uninstall Office 2003, 2007 and 2010. Previously Microsoft would recommend the use of the Windows Installer Cleanup utility but as you see above it caused problems when used as much as it helped.
Based on reading this KB article it seems Microsoft will develop individual Microsoft Fix It solutions to replace when the Windows Installer Utility might have been used before.

OK, so how do we re-install the installer? I tried to download Google Talk for Gmail and got at error 1603. It says to use the Microsoft Windows Installer CleanUp utility. Help?
BOOOOOOO! While I understand the legality. The answer here is disclosure. Windows Installer CleanUp Utility is too valuable of a tool to simply remove it.
