The key will be the company you bought the computer from. They would normally offer the upgrade if they are part of that program. Not everyone selling Windows Vista PC's are doing it though. Many companies did not start that offer until later. I would venture that the Windows 7 Upgrades would come from the manufacturers of the computers instead of Sam's though.
